Can the U.S. Revitalize its Infrastructure?


Pushing the limits of an aging infrastructure, U.S. manufacturers face a future of increasing costs and instability unless new technologies and new investments can rejuvenate the system.

On Sept. 8, 2011, an Arizona Public Service field technician was sent out to a North Gila, Ariz., substation to switch a capacitor bank -- a routine job the technician had performed a dozen or so times before.

This time, however, he missed a step in the process, which knocked out the entire 500-kilovolt transmission line running through the substation.

Under normal circumstances, this wouldn't be a big deal. With a solid infrastructure operating within standard guidelines, this should have resulted in a brief, isolated outage.

But in our overstressed and under-maintained grid, that single transmission line was all that connected the region. Losing it sent a cascade of outages down the system, blacking out enormous swathes of Arizona, Mexico and Southern California, including all of San Diego and its 1.5 million customers.

In total, the outage left about 2.7 million customers without power -- the second-most significant outage of the year next to the one resulting from Hurricane Irene.

For the hundreds of manufacturers scattered throughout the region, the outage was costly. According to the U.S. Department of Energy, these kinds of power failures cost companies between $20,000 and $2 million.
This was not a rare occurrence. In 2011, California led the country in outages with 371 -- more than double that of second place New York.
Such events confound an already-difficult environment for manufacturers trying to stay ahead in the United States today. Maintaining a profitable, competitive business with an infrastructure this shaky is increasingly difficult, and manufacturers are left largely unarmed in the fight to bring in the kind of investments necessary to change it.

So the question must be asked: Can the United States revitalize its infrastructure to provide manufacturers and businesses a competitive environment in which to operate and prosper?

 

State of the Infrastructure

The U.S. infrastructure was in bad shape coming into this decade. Rated "D" for overall performance by the American Society of Civil Engineers (ASCE) in 2009, the entire system proved in dire need of some much overdue investment to catch up with global competitors.

"There is a real sense of urgency right now within the United States," says John McDonald, director of Technical Strategy and Policy Development for the Digital Energy division of General Electric Co. (IW 500/4). "We have an infrastructure that wasn't maintained very well for a long period of time. It's getting older, so the chances of catastrophic failure are now greater than they have been."

Catching the system up after such neglect to prevent this kind of failure will require an investment of $2.2 trillion over the next five years, says ASCE President Andrew Herrmann. And that is just to make a "B" on the next infrastructure report card.

Failure to make this investment, he says, will cost the United States hundreds of thousands of jobs and hundreds of billions from the GDP.

For the electric infrastructure alone, interrupted operation due to blackouts, brownouts and unstable supply could cost business an estimated $126 billion or more annually. To prevent this, the federal government, states or utilities would have to invest $11 billion per year, Herrmann says.

Though costly, "this would protect about 529,000 jobs, $656 billion in personal income, about $500 billion in gross domestic product and $10 billion in exports," he explains.

With manufacturers consuming one-third of the nation's total energy per year and total energy consumption expected to increase as much as 39% this decade in some regions, according to the World Resources Institute, the electrical grid becomes a critical piece of infrastructure to protect and maintain for U.S. manufacturers to remain competitive. It is critical for them even to stay solvent in today's environment.

With this kind of threat hanging over U.S. manufacturing, there is an increased need now to double-down on infrastructure investment on every level to help keep the United States in a competitive position, says Herrmann.

"We have an infrastructure in the United States that was essentially investments from the 1950s and 1960s. It's getting old," he explains. "If you don't maintain it, if you cut back on those maintenance budgets or the rehab budgets, it just gets older, and by not doing anything, the life actually gets shorter."

For the past few years, investment toward rehabilitating the aging infrastructure has been directed at a new technology that promises to help improve efficiency and productivity all through the system: the smart grid.

 

Smart Grid

The smart grid refers to a class of technology used to help bring utility electricity delivery systems into the 21st century, via computer-based remote control and automation, according to the Energy Department.

These systems help eliminate the labor-intensive meter reading and maintenance required of the old-fashioned (or "dumb") grid for the past century -- possibly including the kind of work that caused the 2011 Southwest outage.

Though still in its infancy in many respects, boosted by heavy investment from the federal stimulus, smart-grid devices are beginning to be used on electricity networks all the way from the power plants to the consumers .

With the automation this technology provides, "instead of building a new substation or buying new lines or purchasing more power, what utilities are doing is making better use of their existing infrastructure by improving efficiency," says GE's McDonald.

 

Distributed Generation

One way the smart grid is enabling improved efficiency is through distributed generation.

Capturing energy collected by solar arrays on private businesses and residences across the system and feeding it back into the grid, distributed generation works to help reduce energy strain by providing increased supply to every user during hot, sunny days when they need it the most.

With 3,360 solar panels installed atop its Chino-Calif. facility, Diamond Wipes International is able to produce twice the energy it consumes, which may save the company as much as $135,000 this year in energy costs while also contributing heavily to the overall power supply, says Tom Hill, vice president of marketing and sales at Diamond Wipes.

"We are a net benefit to the level of power in the overall grid at any point in time. That energy we are sending back is not really being stored, it is being used by other users of the power grid," he explains. "We are drinking from the great fount, and we are contributing daily into the overall system, which is being used by others."

On its face, distributed generation sounds as neat and beneficial as Hill describes it -- businesses work with the power companies to lower the strain on the grid, offsetting high-demand peak hours with green-energy supply, thus meeting the state's low-emissions requirements. But as Gregg Turner, director, Utility Segment at Eaton Corp. (IW 500/72) points out, the equipment on the utility side may not be ready for it.

The grid, he says, is still primarily designed to carry power only one way -- from the power plants to the customers. As power gets injected at the ends from distributed generation systems, he says, something as benign as a patch of clouds can spike and ultimately crash the system.

"What happens is, utilities are faced with periods where power is injected back into the substation on one leg while other legs are trying to feed out their normal loads," says Turner. "[This] causes a level of unbalance that, if not properly managed, results in the substation going entirely offline."

Power flowing intermittently in different directions to and from manufacturers, he says, actually increases the operational stress on the system and can result in increased instability -- exactly what the system was designed to prevent.

 

The Solution

The key to making this technology work -- and really the key to revitalizing infrastructure in general -- is investment. Traditionally, this has meant cash injections from the federal level, but in the current political environment, there is little hope of this coming through.

"Right now, we have limited power in DC," explains Herrmann. "We have discussions between the two parties, but they aren't agreeing to too much of anything. It seems to be a standstill at this point."

"Basically," he argues, "politicians are afraid. They are living on two-year life cycles, four-year life cycles." For leaders worrying about re-election, raising taxes for infrastructure improvements is simply not an option.

"Getting them to actually make the investment and realize that they'll save money by making the investments, that's the hard part," he says. "That's why we're trying to educate the public. They're the ones that elect them. When a politician says, 'I can't raise the gas tax because I won't get re-elected,' if the public starts saying, 'I want these better things, and you're going to have to do something,' maybe things will start changing."

This kind of public awareness is critical for change, he says. To keep U.S. manufacturing growing, the nation must bring infrastructure back to the forefront to help make these investments make sense in our difficult economic environments. Revitalizing the infrastructure means getting projects through and matching new technologies with a well-maintained system.

As Herrmann explains, "By making investments, you are actually saving money. You're saving sitting in traffic, you're saving brownouts, you're saving loss of jobs and costs to the gross domestic product and industry. These are things that are going to be coming up. If you make the investment, you're going to be saving dollars."

Twitter Cements it's Status in the World—Premiring the First Chatter of bin Laden's Death

Well it's official, the Navy Seals completed their mission: find and destroy Osama bin Laden. President Obama addressed the nation on Sunday evening and confirmed the news.

Bin Laden has been a major target for US forces since September 11th 2001, almost ten years in the making, and was on our radars long before that. While the majority of American's high-fived on the news, much of the world is divided on the subject. Will this result in more attacks, destruction and despair or will the elimination of this leader soothe the violence? Only time will show us the answers like where we go from here and what happens next.

One thing that seems to have risen from this world changing event is the effect technology is having on our quest for news. According to Rueters.com the first mention of the attack on bin Laden was shared via Twitter by Sohaib Athar who currently lives near the compund where bin Laden was killed. His tweet posted in the early hours of Monday morning simply began "Helicopter hovering above Abbottabad at 1AM (is a rare event)." his increasing irritation by the noise keeping him from sleep & then the realization of what was happening is quite an interesting read (look up on twitter).

The news/rumors also broke into the spotlight in the US via Twitter. Keith Urbahn tweeted "So I'm told by a reputable person they have killed Osama Bin Laden. Hot damn." Leaving neigh-sayers of social media outlets like Twitter, unable to deny the effect and change these outlets are having on the world. Times, they are a-changing!

Apple VS. Microsoft—and a Royal Wedding

Well it is all over the news today, (if you can get past all the Royal Wedding news & actually find some happenings with a little more substance) Apple's quarterly profit was more than Microsoft's for the first time since 1991. Much of this success is due to Apple's iPad and the decline of personal purchases of inexpensive netbooks, which saw a healthy increase during the recession. While this role reversal is newsworthy, Microsoft is still humming along, no cause for alarm. Microsoft saw an increase in hardware & software purchases from corporations, cementing their good-health. Check out the Washington Post's story for more information.

Disabling Mobile Phone Tracking

We know you've seen it in the news "Location Tracking Mobile Phones" logging your every move. The controversy rages on—Is my phone tracking me? Does "Disabling Tracking" really bar Apple, Google & the like from capturing my data? What is being done with this data? These questions, along with many others, have been met with certain answers.

For now, there are a few steps you should look into if you want to disable these services: simply turn off location services on your iPhone or Android device.
  • In Android, go to Menu > Settings > Location and Location setting.
  • iPhone users: tap Settings > General and turn off location services. To protect the data saved on your computer, plug your iPhone into your computer, select the phone in iTunes, click "Options" and then "Encrypt iPhone backup."

"Watson" puts IBM back in the Spotlight

This week Jeopardy had it's first computer contestant, Watson. Watson is an IBM project trying to get a computer to understand human language, decipher a question and search though endlessness data to find the correct answer. Watson has gotten a lot of publicity gearing up for the Jeopardy debut earlier this week. PBS aired their program "Smartest Machine on Earth" on February 9th which gave viewers the background on the Watson project. Then Watson played a 3-day tournament against Jeopardy's most winning contestants February 14th-16th, and won, big-time. I couldn't help feel for those 2 super-smart human contestants that at times looked helpless and frustrated having a hard time getting an answer in before Watson. It is undeniable that Watson isn't perfect (Toronto is defiantly not a city in the US) but he could be a valuable tool in the future, in fact there are plans to send him to Columbia University Medical Center and the University of Maryland School of Medicine to help doctors diagnose ailments.  Learn more about Watson at:

Snow-melting road technology in the works

With a multiday, multiregion storm impacting 100 million people over the next couple of days, solar roads that melt snow and ice seem less like a far-fetched pipe dream and more like an obvious investment. Engineers on opposite sides of the country are working to make that happen.

Solar Roadways in Boise, Idaho, received a contract from the Federal Highway Administration to build a solar road panel prototype, which was completed early last year. The 12x12-square-foot road designed by engineer and CEO Scott Brusaw is made out of panels encased in strong and durable glass with the traction of asphalt and that won't cause glare.

Each encased panel generates 7.6 kilowatt hours of electricity per day, and can be connected to smart grids to power homes and business. Wireless LED lights embedded in the glass create road signs and weight-sensitive crosswalks. They also contain heating elements that can melt snow and ice.

The technology to make snow plowing obsolete is similar to what's already used in automobile windshields. Heating elements in the glass melt existing snow or ice and prevent accumulation from developing. By preventing snow-related auto accidents and improving road access for emergency responders, the technology would save a lot of lives.

It could also save cities a lot of money.

As a rule of thumb, snow removal costs about $1 million per inch in New York City each season, and back-to-back snow storms have emptied the city's $38 million snow removal budget. But offsetting the cost of building solar roads by trading in snow plows is a drop in the bucket. It would take more than 10 billion solar panels to cover the more than 3 million miles of roadway and 25,000 square miles of driveways and parking lots in the U.S. At $6,900 a panel, wholesale replacing of old asphalt with new solar road panels is a nonstarter.

And then there's the question of efficacy. Will solar-powered heating elements be able to work through a long winter night? Or what about the ability to work during extended periods of thick cloud cover during storms?

With the prototype completed, Brusaw is working to test his technology in a parking lot or stretch of road in Idaho. But in the future, the former military engineer envisions the world's entire highway infrastructure being made of solar roadways. Roads at night will be powered by energy generated by roads on the other side of the globe where the sun is still shining.
Until then, a cheaper snow-melting road model is also being developed by Rajib Mallick, associate professor of civil and environmental engineering at Worcester Polytechnic Institute. His model heats roads without using photovoltaic panels or cells. Mallick and his colleagues are designing a system of heat-absorbing roadways with embedded pipes filled with freeze-resistant fluid. The fluid is heated in warm weather and stored in insulated chambers. The fluid is sent through the roadway pipes during cold weather. Mallick estimates that it will cost $12,500 for every 164 feet of pipe and should be able to make up for its costs after six months.
Both methods will come much too late to help deal with the current storm blanketing half the U.S. Until these concepts become reality, most drivers will have to rely on the old-fashioned technology of snow plows, shovels, and elbow grease.

New! LED Light Bulbs

The push for more energy efficient lighting has been moving forward for quite some time now. Microsoft Reveals a New Line of Smart Phones

Competing for more market-share in the mobile industry, Microsoft announced that they will roll out a line of smartphones in November available though AT&T & T-Mobile (adding more carriers early next year). The line of phones named Windows Phone 7, are aiming to distinguish themselves from the current smartphone heavy hitters (Apple's iPhone, Research in Motion’s Blackberry, & Google's Android) by offering a unique product that is significantly different from what's available today.

Windows Phone 7 will be using some of  the same technology from their last smartphone trial the Kin, (which lasted only 48 days on the market) along with faster processors, & a better camera. The phone is heavily aimed at gamers, offering a version of XBox Live, Microsoft's flagship gaming platform, along with an extensive list of popular games which will allow users to sync with other phones or PC's to play. The phones will also include a mobile version of Internet Explorer and support for editing Windows Office documents.

Windows Phone 7's are also distinguishing themselves from other smartphones by using a unique "Live Tile" interface. Your information is displayed & organized in "Tiles" that automatically update via the web. You will be able to see updates on your favorite games, favorite friend's Facebook pages, or simply your email or calendar to name a few. This new "tile" interface is what makes the Windows Phone 7 success questionable. Will third -party App developers embrace the new interface & design Apps that work with it? If we've learned anything  in the mobile phone industry it is that people love Apps, and your success is based on the quality of the Apps available for your phone.

If any company can turn their noses up at an accepted interface, create their very own and make it successful it's Microsoft, let hope this leap of faith is a good one, after all innovation is what makes the world go round!

Google: Focusing in on Computerized Cars that Drive Themselves

In an effort to prevent traffic accidents, Google has been testing a new software that drives your car for you. It starts, stops, & steers on its own while a human sits behind the wheel "just in case". The software uses video camaras, radar & lasers to navigate & "see" other cars. The cars know speed limits, traffic patterns and area maps. The responce time is quicker than a humans, therefore reducing the number of accidents (in theory). The cars have been testing in California along mountinous and winding roads with little issue. Google CEO Eric Schmidt believes that had computers been created before the car, driving a car the way we know it would never have been. "Your car should drive itself. It just makes sense."

Cell Phone Use...Coming to an Airline Near You!? Enter Phone Manners, Please!

Singapore Airlines has announced on Tuesday that it will soon offer wireless connections on chosen flights allowing passengers to text message, email and perhaps make actual cell phone calls. This announcement comes after a multi-million dollar collaboration with OnAir, a in-flight connectivity provider, which will offer WiFi and other services. The details are not ironed out yet but Singapore Airlines is planning to roll out the new services early next year once they have decided on what and how they will implement the new technology.

Singapore Airlines flies some of the longest flights in the world including the longest commercial flight from New York to Singapore, an 18.5 hour, 10,371-mile flight. Currently, Singapore is fielding customers to decide if and how they will offer cell phone use in flight. As you may imagine some are pleased to hear the latest development in fully "plugged-in" travel, while others are terrified of the possibility of having to listen to someone speaking too loudly the entirety of the journey. Many options Singapore is entertaining is having cell phone-zones, or conversely, quiet-zones on the plane to try to please as many passengers as possible.

Here are my thoughts:
I understand that a lot of really important business people travel, and travel a lot. I understand that there are split-second decisions that need to be made and often it is these travelers whom have to decide. I love technology and it's ability to keep people connected, what I don't have love for is the lack of manners when using said technology.

Have you ever been waiting in line at a store and watched as a customer made a purchase while on the phone the entire time? You watch the cashier as s/he helplessly tries to make eye contact or find the appropriate moment to give the customer their total or to ask a question.

Have you ever been out at a restaurant and someone sitting at your table whips out their phone to read a text, answer a text, or answer the phone? Do you wonder what is more important or more exciting than your conversation about *fill-in-the-blank*?

Have you ever been sitting in the dentists' quiet waiting room, and all of a sudden you are jolted out of the outdated magazine you're reading to hear all about Stacie's latest drama? Who is Stacie and why is the girl in the waiting room talking so loudly?

If you've never been put off by occurrences such as these maybe you should reevaluate your phone usage or maybe you are just lucky, you have more patience than most. But really, when did it become okay to minimize human interaction? When did a piece of plastic become more important than the people in the room with you?  I really have an issue with people who have no idea they are being rude by talking/texting/emailing from their phone. But recently I have become increasing irritated by those who know they are being rude and "apologize" for their behavior, but do not change their actions. Yes, emergencies happen. Yes, if you're brother calls from half-way around the world, excuse yourself and take the call. Yes, there are exceptions, but choose them wisely.

Our obsession with connectivity is inherently making humans connect far less. I can't tell you how many times I've walked through the grocery store and have seen a mother on her phone, ignoring her children (either contained in the cart, or running wild down the aisles). I grocery-shopped with my mother ever Saturday morning growing up and as trivial as the conversations may have been they built a relationship, and a strong one. I fear today's children are missing out on that and all because a piece of plastic and a distant voice or composer is more important.

Travel is stressful. Do we really want to add to that by making people more irritated because they have to listen to Mr. Big-Shot berate his new intern over the phone while in flight? No one on the flight will be able to escape it. I think the answer is instilling norms into our society about technology use in public...who's with me?

Here's my final vote: Cell phone use is inevitable on flights, I just hope that we can all be a little more conscientious and think about how our chats/texts effect the people around us.

The devise itself is free. You will be charged 2.75% + 15¢ per transaction swiped through the reader, or 3.5% + 15¢ per transaction where credit card info is typed in. No monthly fees, no sign up fee, and no contract, you are only charged based on your transactions. Automatically have records of who paid you what, when & where. Square also emails a receipt to the purchaser. Take a look, this product has a lot of promise!

FCC Allows Use of Unlicensed Airwaves

Yesterday, the FCC's 5 member commission unanimously voted to open up the use of "white space" airwaves to the public for high-speed internet connections to be used by smart phones, tablets and computers. "White space" waves are found in between tv channel frequencies and currently have not had sanctioned use. This is an exciting time for innovators, the last time the FCC approved use of a spectrum of waves brought us garage door openers, baby monitors & more recently, WiFi.

But of course, this decision had it's opponents. Dolly Parton, along with several broadcasters and ministers were concerned that the use of this spectrum of waves would disrupt wireless microphones & television broadcasting. The FCC listened and has reserved two channels for wireless microphones.

I cannot wait to see what innovators will come up with that will use with this newly accessible wave spectrum. I'm sure that in the near future, I will not be able to live without something that will use this frequency. Not to mention the boost the economy almost always sees when restraints are lifted and people are inspired to try something new. FCC I salute you today!

Cool Roofs: Reducing Global Warming while Saving you Money

There is a "Cool Roof" initiative slowly gaining speed around the country. Painting roofs white with a special reflective paint is proving that it can save money & minimize the amount of green house gases a building produces. The white paint reflects the sun's rays, reducing the temperature of the roof, as well as the inside of the building. The reduced inside temperature reduces summer cooling costs, lowering carbon emissions.  Several studies show the emissions reduction to be significant and leave many wondering why this is taking so long to catch on, especially in cities where black flat roofs would be easy & relatively inexpensive to implement.

Cool roofs aren't just for large flat roofed buildings! There are roofing materials being manufactured that have reflective particles in the product. Buildings with pitched roofs don't have to sacrifice appearance for functionality and can reap the benefits of cool roof technology too.

Cyberspace Security: A National Priority

Last year President Obama addressed the importance of  protecting governmental & critical private computer networks. A year later and there is little evidence that we have made any strides in it's security. There is little opposition with the belief that federal computer systems are at risk from hackers and need to be protected. The problem seems to be that there is a disagreement on what to do to increase security, and how much security is within the governments jurisdiction. 

Sure, security of government agencies such as the Pentagon, CIA/FBI, and the Social Security Administration are the government's responsibility . But the clear-cut line blurs when you begin addressing the security of privately held utility companies such as gas, water, electric & telecommunications. All of which need a certain level of security but who's responsibility is it really? Certainly it would be disastrous if a bug got onto the national power grid & crashed the entire system. I can see the panic & mayhem already, but can the government govern these companies? I'm sure the answer will not come quickly or easily, only time will tell what will come of the cyberspace policy review that is celebrating it's first birthday.

Internet Explorer 9 Unveiled

Today, Microsoft introduced a new version of it's web-browser, Internet Explorer 9. IE9 will replace IE8 which debuted March, 2009. IE9 is an attempt to regain some of its market share in 2006 IE commanded 80+% of web-browser market share, compared to the 60% it currently has. The market for web-browsers has opened up and gotten more competitive. Mozilla Firefox, Google Chrome, Apple Safari are all throwing their hats into the ring to try to win market share. Microsoft has been slow in making huge leaps forward with newer versions of IE, IE9 is the exception.

IE9 has been behind in several innovations for web browsers. IE9 is trying to rival newer features in other browsers and also trying to move past competitors with even newer innovations of their own. These innovations do come at a price: IE9 was made to be supported on Windows 7. Windows Vista works but misses out on some of the newer features, and anything older than that simply isn't supported. I guess at some point Microsoft had to look into the future to become competitive with the other browsers out there, and in doing so they left the past behind....
